Can anyone help me with my lack of a battery icon in the taskbar in Vista?

My power icon was removed from my toolbar. I have tried everything offered on this site and others, but each time he gives me the opportunity to add battery on the toolbar, it will not let me. The "Power" icon is grayed out, so I can not add that in the taskbar. I also tried to add gadgets battery meter on my sidebar, but they all become gray with a sign above zero, the so that will not work either. I have a virus or what? Please help. I tried following these instructions and got to page Power Options but there is no Advanced tab. Suggestions?

Go to Start> Settings> Control Panel> Power Options Under the Advanced tab, check if it says to "Always show icon in the taskbar"
